Overview of Pre-K Program-More at Four Pre-Kindergarten Program

  • Program is open to at-risk children. Children are considered at risk if they come from families whose income is at or below 75% of the state median income or if they have other risk factors, which can include a chronic health condition, educational or developmental delay, a special need or limited English proficiency. Children of active duty military personnel are also eligible.
  • Pre-K offered in diverse settings including public schools, private licensed child care centers and Head Start programs.
  • Non-public settings must receive high-quality ratings under state child care licensing system and teachers must meet credential requirements of public schools.
  • Funded through the state lottery.
  • Administered by the North Carolina Partnership for Children, in conjunction with the Division of Child Development in the State Department of Health and Human Services.

Brief History of North Carolina’s Pre-K Programs

  • 2001 More at Four Program established as a key education initiative. Court ruling upholds initiative saying that the state should provide pre-k for all at risk 4 year olds.
  • 2007 More at Four Program is one of only two programs nationwide that meet all 10 quality benchmarks as established by the National Institute for Early Education Research.
  • 2009 Program serves 31,485 children.
