Overview of Pre-K Program-Ohio Early Childhood Education (ECE; formerly known as Public Preschool)
- Program serves three- and four-year-old children from families who make up to 200% of the FPL. Families above this level may enroll if space permits but their tuition must be paid by parents or the district.
- Families who are about 100% FPL pay for part of the tuition with amounts determined by a sliding scale.
- Funds are distributed directly to public schools who may then subcontract to Head Start programs or private child care centers.
- Program administered by the Ohio Department of Education’s Office of Early Learning and School Readiness.
Overview of Pre-K Program-Ohio Early Learning Initiative (ELI)
- Program serves children from families who make up to 195% FPL.
- Program created to mirror the services provided by ECE.
- Program has two goals. The first is to provide children living in poverty with school readiness experiences and to provide full-day, year round care services to children from working families.
- ELI directly funds Head Start programs, private and faith-based centers, and public schools. These programs may then subcontract to similar programs or to family child care homes.
- Funded through TANF dollars.
Brief History of Ohio’s Pre-K Program
- 1990 Ohio Early Childhood Education is launched under the name Ohio Public School Preschool Program.
- 2005 State launches Early Learning Initiative (ELI).
- 2009 Programs together serve more than 21,000 children.
